SNUB Constitution
- We are a non-affiliated group of citizens who have joined together to express our concerns about the creeping urbanization of the City of Norwich under the auspices of the Greater Norwich Development Plan.
- We are apolitical and do not represent any political party.
- We take our mandate direct from local citizens who contact us through public meetings, media coverage and face to face conversations.
- We are not opposed to the building of additional housing as long as it is proportionate and takes due cognizance of the environment that is being built on.
- We aim to ensure that the results of formal public consultation are taken into consideration when planning decisions are made.
- We are opposed to local and central government public consultation exercise that are just box ticking exercises to satisfy formal and legal requirements.
- We actively seek citizens to join our group either as active members or as passive members.
- We aim to provide the necessary public input to formal consultation such as that legislated by, but not exclusively, the Planning and Compulsory Purchase Act (2004) and the Sustainable Communities Act (2008). In particular we will aim to be one of the local community groups involved with any local government Statement of Community Involvement (SCI) in the geographical coverage of the Greater Norwich Development Plan as recommended in the former legislation.
- We will use any public monies secured either directly or indirectly in accordance with HMT rules for the use of public monies.
- We will use the offices of other national bodies, non-government organizations and any other community group that shares our concerns.
- We share our responsibilities equally and democratically elect a chair to represent us as necessary.
- We are opposed to the lack of democracy in local planning systems and any attempts to circumvent due process.
- We are opposed to planning proposals that include parcels of land without referral to the landowner.
- We support the aims of the Governments White Paper entitled Communities in Control dated 9th July 2009.
